The DMA (Digital Maturity Assessment) is an assessment instrument defined by the European Commission and used across all European Digital Innovation Hubs (EDIHs) to measure where an organisation stands in its digital transformation. It is not an exam: the point is not to grade you, but to make visible which kind of support will actually help.
The DMA is a structured, multiple-choice questionnaire. It measures your organisation's digital strategy, infrastructure, workforce skills, data management, use of automation and artificial intelligence, and the environmental dimension of digitalisation across six areas.
The result is a percentage and a maturity level for each area. That breakdown is the starting point for the training, mentoring or pilot environment DIGI4AGE will recommend to you.
Because the same question set is used across the whole EDIH network, your result is comparable not only with your own history but also with similar organisations across Europe.
The dimensions and their names come from the European Commission's EDIH framework. DIGI4AGE does not change them; it applies them through questions adapted to the health and active-ageing context.
| Code | Dimension | What it looks at |
|---|---|---|
| D1 | Digital Business Strategy | Whether digitalisation is genuinely part of strategy and budget, and whether investment is planned |
| D2 | Digital Readiness | Which technologies are actually in use; whether infrastructure and processes can carry new solutions |
| D3 | Human-centric Digitalisation | Staff digital skills, training, and inclusive design practices |
| D4 | Data Management | How data is collected, stored, shared and protected; whether systems interoperate |
| D5 | Automation and Artificial Intelligence | The extent and maturity of automation and AI in your processes |
| D6 | Green Digitalisation | The energy, resource and sustainability impact of your digital solutions |
The score for each dimension is converted to a percentage and falls into one of four maturity levels. An overall average is also produced, but the real information is in the per-dimension breakdown: two organisations with the same average can need very different support.
| Level | Range | What it means |
|---|---|---|
| Basic | 0-25% | Digitalisation is at an early stage; basic infrastructure and awareness come first |
| Average | 26-50% | There is progress in specific areas, but no consistent overall approach yet |
| Moderately Advanced | 50-75% | Digital tools are embedded in processes; scaling and integration are the focus |
| Advanced | 75-100% | Digitalisation is managed strategically, with a focus on innovation and optimisation |
The questionnaire is generally short enough to complete in a single sitting, and you can resume where you left off if interrupted. For the most accurate result, we recommend that people who know the organisation's operations and technology decisions answer it together.
On the application form we ask this to find out whether your organisation has previously been through a digital maturity assessment with another EDIH, a consultancy, or as part of another programme.
Answering "Yes" is neither an advantage nor a disadvantage, and it does not replace the DIGI4AGE assessment; it simply helps us understand you and avoid duplicated effort. If you are unsure, answering "No" is fine.
Your DMA answers are stored against your organisation's account and reviewed by the relevant DIGI4AGE expert team.
DIGI4AGE is co-funded by the European Commission; under the EDIH programme, maturity data is reported to the Commission. Details on the processing of personal data are set out in the Privacy Notice and Explicit Consent texts.
The DMA is free of charge at this stage for SMEs and start-ups applying to DIGI4AGE.
